Yes, I have been a part of a project which was postponed ran over budget . 
The reasons were gaps in the requirements identified during the technology matching  stage.

The project had been attempted previously and had been discontinued   and this was a quick effort to restart and finish it 
On evaluation the requirements of the stakeholders (and regulatory) were incompatible with IT operations insistence on specific plaforms for delivery 

We conducted root cause analysis to find out the reasons and we discovered the following:
Executive Team had been reassured by IT Operations that out of box solutions would be available to deliver projects at minimal cost    - this was not the case the specific regulatory requirements could not be met without significant customisation or the use of a different technology option	

So the project was postponed  although the regulatory issue remained
